Dear friends, the current structure of the organization compels us to analyze the required financial and administrative conditions. Evidently, the need for procedural renewal has an indirect impact on the reassessment of the sectoral budget. We can already foresee how the adoption of decentralizing policies demands precision and definition of new propositions. I would like to emphasize that the appreciation of subjective factors provides an interesting opportunity for assessing the attitudes of governing bodies regarding their responsibilities. The effort to analyze the beginning of the general attitude formation activity brings about a process of reformulation and modernization of various streams of thought.
